Before you buy a plot in Portugal — let us check what the PDM says you can build.

The Portuguese planning system is governed by the PDM — Plano Director Municipal — which defines what can be built on every piece of land. Unlike Spain, where catastro and nota simple are the primary checks, Portugal requires understanding the PDM classification, RAN/REN ecological reserves, and municipal servitude zones. A beautiful plot can turn out to be completely unbuildable if you skip these checks.
