Hidden Costs When Building in Portugal

Plan for these before you start — they add up faster than you think.

Like Spain, Portugal has a significant layer of costs beyond the basic construction price. The TMU (Taxa Municipal de Urbanização), engineering project fees, and utility connection costs can add 15% to 20% on top of your build budget. Understanding these upfront prevents painful surprises later.

TMU and municipal taxes

The TMU (Taxa Municipal de Urbanização) is Portugal's equivalent of Spain's ICIO — a municipal tax on construction. It varies significantly by municipality, typically ranging from €5 to €30 per square metre of construction. Additionally, you pay the taxa de compensação and taxa pela emissão do alvará (permit issuance fee). IMI (Impuesto Municipal sobre Inmuebles) is the annual property tax — 0.3% to 0.45% of the assessed value for urban properties. Budget 3–5% of your construction cost for municipal taxes and permit fees.

Engineering and speciality project costs

Because Portugal requires separate engineering projects for each discipline — structures, thermal, acoustics, electrical, plumbing, gas, and telecom — the total professional fees are higher than in Spain. Budget €15,000 to €40,000 for a medium-sized villa. The thermal certificate (SCE — Sistema de Certificação Energética) is mandatory and costs €500 to €1,500. Acoustic study: €1,000 to €3,000. These are non-negotiable legal requirements.
