A Portuguese project budget needs separate allowances beyond the contractor's base price: professional services, municipal charges, surveys, engineering, utilities, external works, insurance, taxes, certification, contingency, and any site-specific infrastructure. Price each category for the actual municipality and brief rather than applying a national percentage.

TMU and municipal taxes

Municipal charges and property taxes in Portugal depend on the municipality, property, planning operation, taxable value, and current rules. Ask the Câmara and an independent Portuguese tax adviser for a written, project-specific schedule covering applicable urbanisation charges, procedural fees, property taxes, and transaction taxes. Do not use a generic percentage as a substitute.

Engineering and specialty project costs

The Portuguese technical package may involve architecture, structure, energy, acoustics, water, drainage, electrical, telecommunications, fire, landscape, and other specialist work according to the project. Required disciplines and certification must be confirmed by the licensed local team. Compare professional proposals by scope, responsibility, coordination, exclusions, and deliverables—not by a generic national fee allowance.
