Construction costs in Portugal are generally 10% to 25% lower than in Spain for equivalent quality. As of 2025: standard quality construction runs €1,000 to €1,500 per m², high-quality builds with premium finishes are €1,500 to €2,200 per m², and luxury builds exceed €2,200 per m². Added to construction, expect architect fees of 5% to 10%, engineering fees of 3% to 5%, and municipal licensing taxes of around 2% to 3%.
